** The Appraisal of Water Rights Seminar is a national ASFMRA seminar and therefore approved in Texas and other states. If you need verification for other states, ask Carmen.

** The Rural Land Trends seminar will be submitted for 4 hours of ACE in Texas.

* This is the closest hotel to the Hangar. I have not reserved a block, but the rates are reasonable.

TEXAS WINE TOUR

The wine tour is optional for anyone that would like to come to Fredericksburg early and spend an extra day. Bring your spouse and we’ll have fun!

3-winery tour will be $275/per person, which includes all the tax and gratuity. Lunch on your own before the tour begins.

Texas Wine Tours does provide snacks and water in vehicle transporting us. Additionally, there will be snacks and food presented at each of the tastings.

Breakfast: The hotel does not offer breakfast, but we will have an assortment of breakfast options on Thursday and Friday morning. We will have snacks, coffee, and drinks in the meeting rooms.

Lunch: We will have lunch catered at the conference center on Thursday afternoon.

Thursday Chapter Dinner: We will have the dinner catered at the Hangar Hotel.

APPRAISAL OF WATER RIGHTS SEMINAR

 This seminar is designed to give Appraisers, realtors, farm managers and investors a basic understanding of water rights. The seminar describes the different kinds of water rights and offers methodologies to evaluate and value water rights. It is hoped that this seminar will prepare the students to understand local, state and regional water right regulations and issues.

Instructor: Justin Bierschwale, ARA, MAI
Continuing Education: 8 hours of ACE

Justin P. Bierschwale, ARA, MAI graduated from Texas A&M University in December of 2002 with a Bachelor of Science in Agricultural Economics (Farm & Ranch Management option). He then obtained a master’s degree in Land Economics and Real Estate (now Master of Real Estate) from the Mays Business School at Texas A&M University in May 2004. Since 2007, he has been a business partner with his father Paul, and brother Aaron in Bierschwale Land Company, LLC, located in Junction, Texas. He has spent most of his appraisal career handling complex appraisal assignments across the country.

Justin was the chief writer of ASFMRA’s core textbook entitled Valuing Rural America: Foundations of Data Analysis. He has been an active participant in appraisal education including the writing of numerous core and continuing educational programs, serving as a subject matter expert for the Appraisal Qualifications Board for the national certification exam, and serving as an instructor to more than 1,000 students since 2008. He is the recipient of numerous awards and honors including being inducted into Texas A&M’s Tyrus R. Timm Honor Registry, receiving Texas A&M’s College of Agriculture Early Career Award, ASFMRA’s H.B. Stalcup Excellence in Education Award, and the Henry Long Jr. Appraiser of the Year Award offered by ASFMRA. Justin is married to Carmen Bierschwale and has three children, Jade, Brock, and Koda.

TEXAS RURAL LAND VALUE TRENDS WORKSHOP FOR 2024

Led by Dr. Lynn Krebs from the Real Estate Center, this seminar sets the stage for the Land Trends magazine presented at the Outlook for Rural Land Values Conference. All members that participate will be highlighted in the magazine. Non-members are welcome to attend to receive the ACE hours. For clarification, in 2025 we gather the sales data from 2024 to prepare the 2024 Land Trends magazine.

Instructor: Dr. Lynn Krebs, Research Economist
Continuing Education: 4 hours of ACE
This seminar will be submitted for approval for ACE in TX.

Lynn joined the Texas Real Estate Research Center staff in 2022 with an extensive background in commercial real estate and property tax consulting. He began his career at the Center as a graduate assistant in 1992, where he assisted Dr. Charles Gilliland in rural land markets and
property tax research and reporting.

He earned his bachelor’s degree in agricultural economics and Master’s in land economics and real estate, both from Texas A&M University in College Station. Lynn also earned a Ph.D. from Georgia State University while working for the Institute of Professionals in Taxation in Atlanta from 1994 to 2003. From there, Lynn returned to the great state of Texas to join Collegiate Development as Senior Vice President in Dallas. Subsequently, Lynn worked in property tax consulting from 2007 to 2022. He most recently served as CEO of Tax Advisors Group where he led the firm for eight years through tremendous growth from its original founder through two rounds of successful private equity investments.
